WWT's Procurement AI is a human-led workflow with AI support at defined control points, built entirely on AWS. Four specialized Amazon Bedrock agents: Intake, Question, Drafting, and Compliance - guide procurement staff through a six-step process managed by AWS Step Functions: intake structuring, question generation, requirement drafting, guardrails validation, human review, and solicitation packaging.

The Compliance Agent grounds every output in jurisdiction-specific procurement statutes and statewide standards using Bedrock Knowledge Bases with RAG retrieval via OpenSearch Serverless. Bedrock Guardrails enforces content policy, PII filtering, and measurable "shall" language at the model layer. Staff retain full control throughout — reviewing, editing, and approving all AI-drafted content before it moves forward; there is no auto-publish.
